Visit your nearest SBPDCL divisional office in person. Bring all documents from Step 2. Ask for a written confirmation with a reference number.

Always note your complaint reference number. You will need it to track the status and to move to the next level if the complaint is not resolved.

Step 4: Track Your Complaint

After filing, you can track the status of your complaint using the reference number.

Call 1912 again and give your reference number. Or log in to sbpdcl.co.in and go to the Track Complaint Status section.

Step 5: Move Up If the Complaint Is Not Resolved

SBPDCL consumers are protected under the Electricity Act, 2003. There are four levels for a billing complaint.

Level 1: SBPDCL Customer Care

This is Step 3 above. Call 1912, file online at sbpdcl.co.in, or use the SUVIDHA app. Give SBPDCL time to respond before moving to Level 2.

Level 2: Internal Grievance Redressal Cell

If the Level 1 complaint is not resolved, go to the Internal Grievance Redressal Cell, called the IGRC. Visit your nearest SBPDCL divisional office. Bring your complaint reference number and all documents from Step 2. Ask for written confirmation that your case has been registered with the IGRC.

Level 3: Consumer Grievance Redressal Forum

If the IGRC does not resolve the issue within 30 days, file with the Consumer Grievance Redressal Forum, called the CGRF.

Write an application on plain paper. Address it to the Chairman, Consumer Grievance Redressal Forum, SBPDCL. Send it to your local zonal office.

Include the following in your application:

  • Your full name, address, and contact number

  • Your CA number

  • Your complaint reference number from Level 1 and Level 2

  • A clear description of the billing error

  • What outcome you are seeking

Level 4: Electricity Ombudsman, BERC

If the CGRF outcome is not satisfactory, approach the Electricity Ombudsman under the Bihar Electricity Regulatory Commission. This is the final level under the Electricity Act, 2003.
